Under Regulation (EC) no. 1/2005 of December 22, 2004, all transport of live vertebrate animals in the course of an economic activity must comply with a number of criteria to ensure animal protection. The main aim of this regulation is to ensure the well-being of animals during transport, in particular to reduce sources of stress and minimize the risk of injury and unnecessary suffering.

Animal welfare, a priority for transporters   

In the live animal transport sector, animal welfare is a major ethical and regulatory concern. 
 
This means taking into account several key aspects :  
    -    Appropriate transport conditions: Vehicles must offer sufficient space, adequate temperature and ventilation, as well as facilities for watering and feeding the animals. 
 
    -    Limiting journey times: Transport times must be kept to a minimum, with regular breaks to allow the animals to rest.
 
    -    Respectful handling of animals: Transporters must have the necessary skills to handle animals with care, avoiding any form of violence. 
 

By complying with these requirements, carriers contribute not only to the well-being of the animals, but also to the quality of their service and their brand image. 

Les règles à respecter 

Regulations governing the transport of live animals vary according to the distance covered and the duration of the journey. Here is an overview of the main rules to be respected: 
 
    -    For transports of less than 65 km, a free document summarizing the animals transported is required. 
 
    -     For transports over 65 km and less than 8 hours, an animal transport document is required. 
 
    -    For transports of more than 8 hours in France, a transport document is also required. 
 
    -    For international shipments of more than 8 hours, a carnet de route is required. 
 

In all cases, the carrier must hold a transport authorization. For transport over 8 hours, a 5-year vehicle approval is also required. 
 

L'agrément des véhicules 

Vehicles used to transport live animals must meet specific design and equipment requirements. These requirements are designed to guarantee animal welfare and road safety. 
 

    -    The vehicle must be adapted to the species being transported and comply with animal welfare standards. 
 
    -    It must be equipped with a lighting system that allows good observation of the animals. 
 
    -    It must be designed to prevent droppings from running off or falling onto the public highway. 
 
The vehicle must be equipped with a geolocation system and a temperature control system for all types of transport. 
 
 

La formation des conducteurs 

Drivers and attendants of live animals must hold a Certificat d'Aptitude Professionnelle au Transport d'Animaux Vivants (CAPTAV). There are two types of training: 
 
    -    Training for road transport of domestic ungulates and poultry (livestock). 
 
    -    Training for the road transport of live animals of other species (pets, wild animals, etc.). 
 

The certificate of competence is valid for life, and can also be obtained by equivalence of certain agricultural diplomas. 
 
 

L'autorisation de transport 

Any company transporting live animals over distances of more than 65 km must hold a transport authorization issued by the Direction Départementale de la Protection des Populations (DDPP). 
 

There are two types of authorization : 
    -    Type 1 authorization for journeys of less than 8 hours.
 
    -    Type 2 authorization for journeys of more than 8 hours. 
In the case of Type 2 authorization, vehicle approval is also required.
